I just want to confirm, does this mean a general with no explosive but have +12 attack items is better than a general with explosive but not having +12 attack items?
I calculated the max output damage. The former deals 37 damage (if max base damage is 5 and in single formation) while the latter deals 30 damage. If that's the case, then we can assume Accurate will have rate of 4 while Explosive will have 1? (1 lowest, 4 highest) or is it okay for Explosive to have rate of 2?

It looks like EW4 ignores the min-dmg. Everyting about min-dmg seems useless - we can't measure any difference.. The Max Dmg skills give (+1 * Formation) on the random part, this means +3 average (for dbl)so one +4 atk item is already more than a explosive skill for example.

I have a question. Would the effect of Surprise/Explosive/Formation can mostly only be seen if mixed with Assault Art?
Since units mostly have output damage in between, then the range base damage would be 1 to 5(+1) = 1 to 6 and the max output damage would be 15 ((1+6)/2 * 5 for single formation)? which is same as range base damage of 1 to 5 (No +1 maximum base damage).
