After toiling away in this mission, I've finally found the correct strategy to beat it. My only general was Leeb, but anyone would work.
The Iraq factories are the key to beating this mission. You have to secure all 3 of them ASAP. Your double stacked armored car is going to go after the northernmost factory, your triple stacked car and motorized infantry will attack the German general and focus on the western factory (either one will be fine to capture it, just make sure it gets done on round 2), and you have to build a light infantry in your starting city and protect him with your artillery to capture the southern factory.
The enemy units on the factories themselves can be ignored. The commandos directly in front of you will attack your city, you can ignore them. The motorized infantry on the norther factory will move on round 2, allowing your armored car to take it. You can ignore the second set of commandos in the western factory as they will move as well. You want to have all 3 factories in your hands on round 2, and keep them under your control. Remember, a unit has to be on it to generate industry.
As for the western city, it's also essential because it gives a 50 industry reward for capturing it. The general in it will leave on round 4, make sure your triple stacked armored car is softening the city up for easy capture. You need to have the city on round 5, because you have to have the required industry when round 6 begins, not when it ends.
As I said, any general will do as long as he can do decent damage to the city after the general moves out. You should end with ~180 industry if you follow these timestamps:
Round 2: Cap all 3 factories Round 4: General leaves western city, you need to have the city at the very least half cracked. Round 5: Capture city Round 6: Victory
You can completely ignore the Iraq city, it's useless as it doesn't generate industry.
