I think you only need to defend one point so concentrated forces may be a good idea. If you move everything down south and keep artillery at the back to target generals and make some more. Vatutim should do quite a bit of damage

Sorry, can't help you much here. I had Guderian, Leeb, Konev & Messe by then.
Still, build bunkers in front of your cities & use troops to block up the gaps. If possible, it was in my case, launch an attack on enemy bases after defeating their attacks. (If the enemy has no airport, they can't paratroop in)

Done with Leeb and Crerar. 2nd. gen got Economic medal, went to the commando team and stayed in the city on south. Leeb got gun from the south. I calculated and bought every 2nd hex bunkers on the western border+ some covering city in the North. Southern will be crushed so we need money to survive. Firstlyy I mooved inf to be right before land mines, then step back, I let them to enter to my cauldrons of blood one after another. Even one inf. got my city north, but vanished in next turn. It is possible with extra money or min. 3 gens. Rocket general is dangerous esp. if we let him respond to more thsn one of our units. Logic+math. Defending is easier than attack. I saved two cities at the end.

Aaaaaargh!!! This one is a huge pain. Normally on the HYG scenario I just surround my red zone with bunkers and let the fur fly as the enemy paces back and forth trying to find a way inside. But this particular scenario denies me such an easy-to-use strategy.
I have Messe, Henrici and Grerar. On Hvy tank, Rkts and Md tank.
The stupid bombing of my north city almost always gets that city OVERRUN in no time flat... and with the dirty dozen generals they got...
Any help from y'all wld be much appreciated...

Can you build AA weapons? If possible, build the cheapest one that can counter the enemy's aircraft on your northern city. As for your tech lvl, this requires high Pacific to CWE lvls. For gens, I recommend that you start to save up for Guderian after Leeb. Having two tank gens may be better after all as compared to investing in Konev after Leeb.

Honestly, I had no trouble with this mission whatsoever, but that is likely due to my better generals (Manstein and Leeb at the time, got Konev right after) and higher tech (HQ 28).
However, for someone your level my suggestion would be to focus most of your troops on the south at first, then once you kill timoshenko throw basically everything north to deal with Govorov and Malinovsky. At that point Bagramyan should hit south so just spam plastic stuff that can take hits, then once Govorov is dealt with send Vatutin back south.
Let me know if this works!

As I REM I wound up having to drop Crerar and eat the loss of medals, spend everything I had just to scrape up enough for Terauchi to put on that RKT unit... AFTER I upgraded the DMG done by rockets. I still built those bunkers and dropped a lot of paratroopers in the backfield as a distraction to the AI. It still took a couple of tries to win.
