You could stop and do nothing after you crush netherlands and denmark (assuming you dow on italy turn1). Simply replace the damaged units with line infantry. By nothing I mean donating your money to portugal every 3 turns |

I will get fort tech after every other tech maxed out. It's worth the money but not the opportunity cost in delaying unit techs. |

Aside from forts, my British Empire tech is maxed. I will save money for Prussian tech for now because my "maxed" means hard max not soft max. And those prussian techs are very very expensive. |

Cavalry generals are the most powerful land generals in the game, so prioritizing them is very important. |
