So, I have Karl, Kutuzov and Murat with decent levels of skills. Now I'm at German War and I have good amount of medals. Can't decide whether upgrade or new general.

I'm assuming you have all the healing items and some +attack and +hp items. I'd recommend you upgrade Karl and Murat's Commander skills, then get a new gen. Or if you want to breeze through most of the campaign, get Murat's Plain fighting and Precision strike to lvl 5, then get a new general.

Both Karl's and Murat's commander skills are at level 5.I have two ambulances as well as a tent and a medic pack. So I shall buy a new general. But who to buy?

Massena, because he's cheap and really strong. Inspiration is really useful in naval challenges, Tunnel for one shotting city 1 and city II, and infantry commander for buffing Karl. Afterwards, Alexander I or Lan/Ney/Dabrowski. Alexander I may seem weak, but he'll dish out crazy damage in the game when you position him well and max him out. Lan and Ney are really close in strength, and i suggest getting both if you don't have Blucher, while Dabrowski is a must buy for the cavalry commander skill.
