Cavalry is to sweep infantry still infantry can build barriers,trenches,coast gun,bunker they also have marching or grenades although victory rush is good it only has 75% chance of triggering,attacking a city with cav generals are a waste unless they are Horse Grenadiers of the Guard (France) still this unit doesnt have a 2nd chance of attacking if they use grenades
also that generals usually lose 10% or even 25% of their HP attacking lvl III-V cities and if you dont have a temple or ambulance you cav is useless for what is left of the game still the best generic unit to attack cities would be Heavy cavalry since they still delivery 75% of dmg to cities with a lot of defence and HP they can also shred to pieces every infantry and a 25% or lesser chance of demoralization,the mobility on cav is good but lacks marching perk,still i am kind of disappointed that they didn't add canister shot perk to artillery when the enemy is 1 tile nearby of them it would have make them more flexible,still cavalry generals are useless when your enemy has -30% dmg barriers and they lack lvl 5 mobility (4 can also be the spot),so combined arms is the better 4-3 infantry/3 cav (2 if you are not getting blucher) and 2-1 artillery with aura buff to blast enemies,i got Barclay because i tried Russia 1812 with Karl/Massena/Bolivar and managed to deal up to 200 dmg packed (Bolivar can pack more due plus 20 counter and can stand longer 180 dmg Napoleon with it's full alert skill.

Yes,but i would rather use lan, i hated Davout output in my run,because he doesnt buff nearby units and he is rather a defensive cav general (cavalry isnt for defence) so Lan for it's price but if you want a general with slightly higher output you can buy Ney but more costly.
