I should've said equipment rather than kit, so I presume you were just clarifying there to include tents etc  |

I think ships are too expensive to maintain, and it is not the best decision to heal them inside ports. As a rule, if you have a "phoney war" on the battlefield, the situation is static and you have time to heal your ships or land units - then you are already doing something wrong.
