So it's just Massena's inf VS cav output. Since he has cav capability, why should you still consider inf ability? It's a nice add-on, but cav is a better choice over inf most of the time.
Considering this, a pure cav gen with better cav skills and lower price like Golitsyn or Lan (to some extent) is a better choice than Massena.

Yep, nobunaga has it covered. Infantry tactics is a broken skill (doesn’t work). Really he is a meat-shield nothing more on infantry. On cavarly, leadership + surprise is a pretty decent combination. That and also taking into account he has 5 training stars. Overall he is a pretty solid purchase. Furthermore. War master allows him to quickly level up his health. Not a bad choice for noobs.
But,
If you want an iap cavarly general, dabrowski is a much stronger. Remember that cavarly cannot be rumored by regular units, only a food shortage. Dabrowski’s “defense art” is better.
If you want an infantry, cavarly hybrid: Lannes/Poniatowski have you covered. Archduke Charles wouldn’t really be a bad decision either.
If you want a strong leadership general, nelson or washington would work better. Washington is Massena plus Mass Fire, so he is superior on infantry (loses his capability on cavarly)
For 8 emblems, you will miss out on davout, wellesley, nelson, washington, lannes, and many arguably better generals.
Overall, I’d rate him a 3.5/5 stars. He is good, but not good enough. But if you buy him, you can probably use him pretty far in the campaign.

he looks too similar to Dumouriez to be attractive. Why would anyone pay money for something they can get in bottom tier?

that is true. Masséna=Rowland+Dumouriez. I encourage anyone who wants to spend 8 emblems on him to instead buy an additional slot and buy both those excellent generals.

Or you can sacrifice formation and get lannes or even cheaper poniatowski. Surprise adds pure output to your general, like around 8 damage points. Lannes is like kollowrat + lusignan + yorck + rowland all in one, whereas poniatowski is kienmayer + kollowrat + yorck + rowland. An amazing deal Massena is quite strong but leadership is not really that important. He has the capability to be on units such as artillery, infantry, and cavarly. 5 training stars is what really distinguishes him. He gets a 4/5. Good but you can do better
