War against neutral states

The Iroquois Experiment
This is the name of the experiment which I have conducted to answer this question for EW6 conquest: If I declare war on a neutral state, must that state be conquered so that I can win?
Yes. The answer is yes.
Here's how I set up the experiment:
1. Play a conquest and be on the verge of victory. In this case, I played Britain 1815 and I have the remnants of Naples left in North Africa and the Ottoman Empire to defeat.
2. Be in a position to declare war on an isolated state and fight that war if all enemies must be defeated. For me, I decided to declare war on the Iroquois as (a) Canada retained a majority of Canadian forces, (b) Mexico still have some troops left to help with the Iroquois' southern front, (c) the Iroquois are isolated enough such that it will not fall too soon and (d) I can wholly concentrate on the Ottoman and Naples remnants to ensure that the Iroquois is the last power standing.
3. Declare war and finish off existing enemies. Then observe what happens next.
This depicts Canadian troop deployment before the war begins.
Allied economic reserves to check for ability to fight the war.
The Canadian blitz after war is declared.
Continued success.

The Ottoman make a last stand in Cairo and I have surrounded the province by land.
The Iroquois is close to defeat.
Cairo has fallen and the Ottoman is defeated, yet the war rages on.
Proof that the defeat of the Iroquois is the last event that occurred and it proved to be the trigger for victory.

in wc4 its the opposite, conquest ends even if you have not defeated neutral countries you waged war on yet, when you defeat the main enemy.
from time to time I do pop in into wc3, ew6 and role play to just check if there's anything interesting
