When I was halfway through Japan 1939, before I beat it I was able to play 1943. I hadn't beat any conquest modes yet but did some campaigns and gained a couple levels. I was thinking it might have to do with levels rather than beating conquests as I could do the 1943 conquest without beating 1939 conquest

 Look at the top right. You see the in game time. When it reaches the conquest years that conquest is unlocked. Just keep playing to unlock more. |
