Who's the best general in game not upgraded and princesses don't count either.
Just in general who is THE BEST general in game. I'm talking about one person not one for art. one for cav. etc.
I like Napoléon alot in terms of diversity

I am going off of who's the most valuable to a squad since the "best" general can be debated for hours. Without princesses you need a powerful artillery general so Moreau is my pick.

How about seperate them to two parts, one for all three tiers and one for only tier1&2?
And is equipment allowed?

Lannes is also an good general but SURVOV IS DAMMED better on infantry
