Oh, so it's with daily missions? I've done a bunch, but they always gave money, and very small amounts.

Maybe it depends on Senate level? My quests normally ask for 2 or 3 heroes and with my cheap gens I can almost always achieve at least one of the requirements.

Unlucky I guess? Or maybe just underleveled?
