On my first attempt I made the mistake of choosing two navy generals instead of using Leeb, so I'm gonna restart that level and try again. Back when I didn't have Arnold, I used Nimitz to rain missiles into Lima I still don't have Arnold, and I'm probably not gonna get him until after I max out Guderian and Konev, sell Vatutin and Kuznetsov, and get Graziani first.

Hey, welcome back! It's been two years since I beat this level so I don't remember a ton. I think you'd want to follow the US AI push towards Fortaleza and steal both northern Brazilian cities. Then try to stun lock generals within one turn so you take the least amount of damage possible. Keep your artillery generals behind your tank generals cause they can't take a lot of damage. Once you get to Rio, you only have to keep one general there to keep Coulson stun locked while everyone else goes for Lima. To defend cities that you own just spawn single armoured cars. They're cheap and disposable. You want most of your generals to have rumour. When I beat this level, I had 4 generals with high-level rumour (Guderian, Konev, Rommel, and Donitz).
