I recently beat the Canadian mission and got falsen. I was looking through generals and noticed that I cannot dismiss gates or Clinton. Is this a glitch?

I know in Wc4 if you had them on a mission, you cannot dismiss. If you have extra general slots I would just keep them, otherwise wait until the mission is done
