Okay, so I started a new conquest save as Russia 1806 for medals. I made Austria and Prussia neutral , and then made them starve, and made them my enemies by killing everyone of them. But a strange thing happened- Austria, when becoming my enemy, turned it's icon to a blue color( like it's supposed to do), while Prussia turned green! Maybe it's the fact that I mad Prussia neutral first, then made them starve, then made them my enemies, while I made Austria my enemy, then made them starve.You can look at the pictures I took ,just before finishing them off.
