Kuznetsov is in my opinion a very good naval general for both beginners and even vets.He may have low damage and low hp but his skills make up for them.The only other general with level 3 fleet leader is Donitz, who can be fairly pricey and sailor and rumor are good skills to have on a naval general.

(Cheaply in this case) 😛

The latter challenges are insanely difficult and Nimitz is not enough to clear them. IMO those challenges are the reason you shouldn’t bother completing the game. Just complete all the campaigns, conquests, clear all discount missions, get all relevant wonders and get all landmarks. and then get a solid Navy general Or two like me. the Halsey/ Kuznetsov show. It works quite well.With them I need no Nimitz or Donitz and two guns are better than one in my book.

Combining Kuznetzov with his fleet ldr/ rumor and Halsey with his skills plus air force leader is a winning pair for me. At sea they are both highly effective and on land I have my Arnold/Dowding and backup artillery duo. Neither Donitz or Nimitz can alone compete with what I get from these guys together, all for around 2,600.

Even stronger! I have Nimitz at level5 air force leader. In my idea if you need air general. I think you should get Yamamoto he is Hybrid Air and Navy General even he is super Expensive but very effective. Nimitz should be focus on commander Cruiser as his stats say so. For me Air Force is not effective as it should in late game you will have to stick with Nuclear Missile to the end.

I personally don't see the need for him. I could finish the pacific campaign without naval officer, but I didn't buy Nimitz either, I skipped to Doenitz. Guess what? Doenitz worths one Nimitz and one Kuznetsov! His wolfpack is just insane.
However if you need a navy officer in the beginning, buying Kuznetsov is not a problem and he can be useful in air force too. But in the end you will fire him for sure, as he is not the one you want to keep in your HQ (80% refund also sounds nice though).
