I’ve heard that Rage and Formation Master stack which apparently allows him to deal powerful critical hits.
Is this true? Or is it better to do some skill-swapping?

I believe so since the description does not state that same skill cannot be stacked like commander skills.Then Burnside is worth getting for History Mode that only vosts coins.
