Completely irrelevant now that Hipper is purchasable. The only reason to have him is if you want your generals to get XP faster. Haha just play 1914 austro hungary and keep doing 1 turn stronks for infinite xp (unless they fixed that in the new update, I know they did that for Bulgaria)

I remember they took away Blast as the starting card from the videos I have watched)

This guy is OP. While I would prefer getting the Japanese generals package, he goes as a definite number one Naval gen. He has equal damage to Hipper (3 Ability difference), and 7% more defense. He doesn't (!) Do as much Damage skillwise, but here is the kicker. On Hipper, you trade in Inspiration for Alert, 5 textbooks. On Scheer, you trade in Position for Alert. This makes Hipper a bit fragile but very powerful. However, Scheer becomes basically unkillable, and thanks to Counter and Naval Commander, they get a nasty hit if they try. I don't actually (on Navy) value LoB as much as Counter, because you will always counter AT THE VERY LEAST once, while you will attack AT MOST once unless you have TM. But with Alert, Helmsman, and Escort, you just can't kill Scheer. The best Part is, he can boost Hipper's fragility with his Escort, if you even get Hipper.
So he is worse than the Japanese and Soviet packs, the arguable worst of the IAP generals, but that doesn't mean he isn't OP. In addition, I think we can agree that his bonus is amazing.

Actually, he has 2% less damage than Hipper (1-2 damage). You can always make Beatty the F2P Scheer. I really see no use for him with Heihachiro added to the mix, as you get the other 2 generals and you can always buy all 4 buffs for literally $0.99 USD (70% discount according to ET).

My Beatty is only at Duke and he is basically unkillable with Hipper. I think Scheer can be replaced by Beatty, because he will never be as good as Hipper.
