My generals are commander who is lvl 5 inf lvl 9 archer and lvl 3 navy drussus with lvl 8 archer and pacorus with lvl 7 cav. My allies always build a troop, kill it, and don't build another one. They never retake the city either. When I tried out the guide strategy it didn't work. I'm stuck on it for 2 weeks now.

I suggest saving up for Pompey to make good use of the starting heavy inf or Legionary. This should give you the firepower you need. IIRC, I used 4 gens to be able to 2* or 1* clear this.

I finally beat it by using my commander in the infantry. Good to know, but you should get a specialised inf gen to take advantage of the most common unit in future battles.
