well the ambulance motorcycle can come in handy. The second best healing item in the game would be the ambulance coach that gives 30 hp (motorcycle gives 35), but to be honest it is sufficient to get you to endgame. Scheer is also not needed since you have Beatty and Hipper, and if you consider Duke of Aosta and Reginald Bacon there wont be much need for an additional Scheer/Heichaharo
You might want to get the other care packages instead, the items are great for maximizing your offensive generals' potential. Ludendorff as an IAP general is also very useful; he is one of the best cav gens, and his 50 medals daily helps you farm medals really fast
The french is by far the best care package the little extra damage you get from a item is way worse then the motorcycle
For health and defense buffs you are sacrificing offensive potential. And the offensive items do matter a lot. Honestly for survivability, it boils down to two key factors, how you use your generals, and whether you give them healing items. We rarely consider defense/health items.
And your assumption that its a little extra damage? Well yes maybe this can be said for some like Navy, since recently you are able to own 2 binoculars (30+30), artillery for instance stands to benefit greatly since other than the sole quadrant you get, there can only be 1 explosive barrels at +20, and the rest are just +10. That means at most you can expect a +50 boost. However, if you bring into consideration the IAP artillery item, 35+30 is +65, which is a pretty significant boost that can potentially be multiplied if the ambiguous combat efficiency skills deal with percentages. Honestly the best case scenario would be to get all care packages, but if you had to do without some I just don't see why you would be fixated with something that can be reproduced with F2P means
