Time to rank all of the generals as with GCR. I will also mention the skills that need to be replaced.
Pink = Very Good
Turquoise (light blue) = Great (Very good but very expensive to boot/ there are superior options)
Green = Good (there are better ones but passable. Can buy for entertainment purposes)
Yellow = have some good qualities when given in a campaign, but not worth purchasing
Orange = Generally bad generals
Red = very bad, the worst of the worst generals given.
IAPS:
Scheer: a worse deal than the japanese general pack (found in history mode), as in that pack you get a navy general who is an equal to scheer, and 2 more generals. Look, Scheer is a strong naval general, but there are 3 very good naval generals in the game (Aosta, Beatty, and Hipper) so he is not a recommended purchase.
Petain: Straussenberg is added who is a must buy, even with disregarding his aura. Petain is decent and very cheap (6$). He is great but unneeded. VIP bonus is pretty good too. Haig Boreovic and Robert E Lee are not that much worse (but will need piles of textbooks (except boreovic)). Alert needs to go, and maybe even plain to jungle.
Foch: starts out as good as napoleon in ew6. Can easily make him better and better. Great artillery general to use as the aura general. But since besseler exists, he is not necessarily a must have anymore. Change artillery master and counterattack to a terrain bonus and salvo. Green in Quality, but Purple VIP Bonus
Ludendorf: still amazing. You can turn turn many cavarly generals like stonewall jackson, plummer, and johnston (just to name a few) into his equal with sufficient textbook investment. And he is expensive at 11$. He is good but not really needed. Plummer isn't much worse, and mccellan exists as a cheap (but weaker) alternative. His VIP bonus is the main reason as to why you should buy him, as the Soviet Generals are really good. He isn't needed, but having him will make life a lot easier. Frunze is a better general if you want an iap alone.
Japanese Bundle (Overall) - 3 unnecessary generals. Lwao is slightly worse than Hindenburg, Heihachiro is worse than Beatty and Hipper, but better than Aosta, and Tanemoto is complete garbage. Its a decent pack if you are looking for quantity over quality. But i don't know why you would be looking for that since the Soviet Pack has both.
Heihachiro: same issue as lwao. He is good. If you want another strong naval general along with hipper and beatty, be my guest. Replace position and helmsmann for line of battle and tactics master/alert.
Lwao: needs 30 textbooks to be comparable to ivanov and besseler. Afterwards, he will be good. He isn't garbage or anything, just will require tons of investment.
Tanemoto: you are paying for a grant with defense formation. You will never use him after 2 weeks.
Soviet Pack (Overall)
Frunze: Has the potetial to be the best non aura cavarly general in the game. His unique potential combination of strike + pierce + surprise + jungle + cavarly expert will make his output one of a kind. Amazing.
Trotsky: the worst of the red army generals. But he is still quite great. Only plain and rage have to go, his other skills are pretty good. Not an ivanov or besseler, but the next best thing.
Tukhachevsky: a fantastic aura general. After deterencce and counterattack are swapped, he has the potential of having a 5/5 skill set. Amazing.
Infantry:
Robert E Lee: Can make him very good but also very expensive. Change tunnel and battle array to plain and something else. Good buy for heavy machine gunners (hmg) and other inf units without geography. There are also many generals who are needed for history mode (like Macmahon) or just better ones in general (Straussenberg and Borevic). Nevertheless, Robert E Lee barely scrapes it into the blue category.
Borevic: Only needs one skill changed to be pretty solid. Flexible terrain bonus. In terms of generals and being good on heavy machine gunners, Borevic will be the best one for that roll.
Douglas Haig: He needs street fighting to be changed as infantry, unlike cavalry, is not very good at defending cities. Plain is also not an ideal bonus. Haig is decent but there are so many better options if you want a decent general. Worth appreciating but not recommended.
Straussenberg: Petain except free. What more has to be said. Swap either Mountain fighting or plain fighting for jungle. He is very good either way.
Lettow Vorebeck: pretty good, but there are many generals that can do what he does and are better than him. Solid but there are better choices, like Borevic and Macmahon, for the same role. Almost green but bismarck is better.
Nicholas I: He is free and far better than grant, but is unlocked late in the game and will require tons of textbooks to improve. Can make him into a primary infantry general if one was to safe the medals. Swap tunnel to a better skill, maybe alert as well. But for the textbook cost. If you want an infantry general to use primarily on units with geography, Nicholas I is the guy for the job.
Bismarck: pretty good. But Macmahon is still a better choice imo due having an extra skill slot to fill. And Falkenhaussen exists as a solid free infantry general for history mode. Swap counterattack for plain fighting and he will be a top infantry general for a very cheap price.
Garibaldi: has only 3 skills. Will be good when placed on hmg. But there are better combos available. Outside of being good on hmg's, there is very little else garibaldi can do. Furthermore, he is also useful in history mode.
Micis: Grant with cover. Whether he is better than garibaldi is a very long debate to have. Why not make Grant op instead with jungle fighting and assault. At least, he will be free and will be very handy for history mode.
Maria Bochkareva: pretty solid skills. Can be a strong general on hmg. Swap dogfight and cover for mountain fighting and something else. Or keep cover. Up to you.
Macmahon: a better haig with jungle fighting starting out. Add mountain and infantry master and he will be among the strongest infantry generals in the game. Did I mention that he is also usable in History Mode. Macmahon is a must have general as he is very very good.
John J. Pershing: Not terrible, but Robert E Lee is him with ambush. So get Robert. Still he has his place for history mode.
Boradzhiev: what could be a even blue tier general is ruined by his abysmal rank. No swaps requirement. Macarthur is better as well. He is pretty bad only due to his mediocre rank. But as this isn't ew6 1804, we can just purchase non duke aura generals (which are marginally worse than they are in the sequel as is).
Grant: at least he is free. Can make him decent by swapping battle array with assualt and counterattack with a terrain bonus. He is also good for history mode. Last 3 skills are pretty bad (cept inspiration which is meh). I would invest at least 5 textbooks into him, maybe a bit more. And keep him around for a while.
Nikolai Ruzksy: duke falkenhayn with sailor rather than ambush. i am gonna pass.
Galwitz: only tunnel needs to be swapped. Is free so is a good aura. But I would not spare the medals and get straussenberg instead. A good buy.
Carol I: too few skill slots to be end game. Plus galwitz is free so. Swap alert for terrain bonus.
Macarthur: his only crime is being capped at duke. Free and amazing skill set. Maybe not end game material tho (Straussenberg). Better than boyadzhiev and galwitz. Good for history mode.
Falkenhausen: a handy buy for history mode. He isn't amazing, but after 5 textbooks will be comparable to garibaldi. I'd buy him rather than purchase expensive bismarck.
Esperey: for a guy with only 3 skill slots, I was expecting better skills. Usable in history mode at least.
Albert I: a free tanemoto if you like tanemoto so much. The problem is, no one likes tanemoto.
Zhekov: Cheap and strong, but MacArthur and Falkenhayn are way better. Whether or not he will be needed for history mode remains to be seen (2nd balkan war). Usable in history mode.
Fakenhayn: Zhekov with ambush and better max rank. Pretty good general for cheap. Way better than awful burnsides. Would be blue, but he will probably not be useful for history mode.
Stanley Maude: bad but not awful due to plain. Still pretty bad.
Beauregard: one of the worst generals in the game along with plehwe and selivanov. All 4 of his skills are bad. And marquess, hahaha! The kahia of ew6 1914.
Enver Pasha: Not awful. He has a high starting rank so he is a decent purchase.
Bojovic: he's ok, just ok. Why buy him though?
Ambrose Burnside: He looks good doesn't he. He is also needed for history mode. But his output is garbage due to his low battle ability. His crits don't occur often enough to save him. So after finishing march to sea, I would scrap him.
Cavarly:
Herbert Plummer: way better than Mccellan, but the difference will cost you 1000 extra medals. Still, very worth it. Swap alert for Strike (and maybe riding master for surprise).
Stepanovic: a great general as after replacing manuever and inspiration with surprise and jungle, Stepanovic will be a pretty strong and well rounded general. Furthermore, he is also useful for history mode. Great.
Joffre: useful in history mode, and can have decent output. The only issue is, he is as slow as a turtle when compared to other generals like Moltke. Don't bother fixing his movement, give him strike and surprise.
Stonewall Jackson: free and absolutely op. Station is pretty good on cavarly so I would trade riding master for strike. Maybe give him surprise as well. Can be a cavarly general strong enough to rival ludendorf.
Molke: if you swap counterattack for jungle fighting, he will be a significantly better teodorov, who is good but only duke. He will be very fast while also being relatively hard hitting. While he may not be ideal for end game as some of the other generals with 5 skill slots like sidney johnson, joffre, and even moltke the younger. I urge you not to disregard him and make him a main until you get a 4th cavarly general.
You can also invest 15 textbooks in him and make him a ludendorf lite, but I would get sidney johnson for that role.
Purple if medals are an issue.
Blue if otherwise.
Sidney Johnston: Very good once counterattack is swapped for a terrain bonus and riding master is replaced by surprise. Afterwards, he will be better than ludendorf. Easily better than joffre and moltke the younger.
Rupprecht: Phillip Sheridan with better stats. Nah! But starts at prince so why not.
Molke the Younger: marginally better than joffre. Marginally. But joffre will be good for history mode, whereas Moltke the Younger may not be. We just have to wait for the update.
George McCellan: Not much worse than he was initially. He is still pretty good and with the exception of plain fighting (which should be swapped to jungle), he has a great skill set. Plummer is much better, but buying McCellan is not a bad idea. I'd say he is still good.
Mackensen: in Ew6, Radetsky was rarely bought. Now he starts off passable. And that game did not have skill swaps. With surprise and jungle added, he can be formidable. But we do get moltke for free, who starts off better than mackensen. Not a horrible purchase like before the update.
Hubert Gough: you can actually make Gough into one of the better generals in the game as he starts with strike and surprise, the two essential skills for cavarly. The problem is, he is a textbook drain.
Sherman: We get way better generals than him for free (sheridan, jackson, molke). Plus duke... why? Only saved from very bad as 3/4 of his skills are at least decent.
Brusilov: Not that bad to be honest. He is also good for history mode. But I would grab McCellan over brusilov any day of the week.
Wilhelm II: starts at king but has a meh skill set with only 3 skills. Not terrible but not that great either. He has his uses put it like that.
Archduke Eugen: comparable to wilhelm, starts at marquess rather than king but also starts with better skills.
Plehwe: this guy at his best is nikolaevich at his worst.
Albrehct: swap sailor for strike and he will be pretty great. Only issue he is duke. If he was prince, I would buy him and give him strike and surprise. But since he isn't, that is very unfortunate. Plus we already have sheridan, moltke, stonewall, and teodorov so why bother.
Halil Cut: very bad.
Aversecu: if you are a weak general, tactics master hurts more than it helps.
Stuart: very bad. Has aura but nothing else.
Krasnik: pretty op, but not good enough for end game aura. Still a solid cheap and powerful general with perfect skills. He would be blue but we already start with 3 decent cavarly generals very early in the game so why bother.
Georgi Todorov: If only he wasn't capped at duke, he would be so good! You also get him very late in the game. Would be blue but you obtain him very late in the game, by which point you have superior generals. Buy nickolaevich instead.
Luigi Cadorna: biggest clown of ww1. Awful. Plus you get him too late. As the saying goes, too little to late.
Nikolaevich: if this was ew6, he would be mediocre. But it isn't. He has 5 skills, starts of at duke, and can reach emperor. That easily negates any of the disadvantages he may have from his green tier status. With some great items, this guy will be one of the best cavarly generals available to purchase. Will be even better once strike and surprise are added. Very good and useful for history mode. May also result in us not buying brusilov.
Sturm: Saved from very bad by jungle fighting. Nah jk, he is the same as stuart.
Fischer: see Sturm above.
Phillip Sheridan: swap cover into a better skill like surprise and he will be a very good general for free. Will get you far in the game.
Artillery:
Beseler: Hotzendorf with better ability and extra skill slot. Op. If you swap storm for jungle fighting he will be the fastest artillery general in the game and extremely easy to use.
Hindenberg: great defensive skills. Only landfort needs to swapped for another skill. Great!
Ivanov: solid, but inspiration has to go. Swap inspiration for jungle fighting and see how fast he moves. You can make him into an ideal artillery general very easily. Besseler except with some versatility sacrificed for greater damage.
Prince Leopold: Compared to bessler, hotzendorf, ivanov, and hindenberg, he is worse. Needs 3 skills to be changed. Kutuzov of EW6 1914.
Hotzendorf: swap plain to jungle fighting. Will be slower than besseler and ivanov, but will still be a deadly cannon.
Radko Dimitriev: in my opinion, better than Hotzendorf even though he is only duke. His skillset can have 5/5 potentially good skills. It is a huge shame he is capped at duke.
Nicholas II: not worth getting unless for reasons not related to game mechanics. Otherwise bad skills but good max rank.
Otto von Below: better than Kemal or Nicholas II as he has 2 good skills rather than 0 (cover and artillery expert). But even after 15 textbooks, he will be no where near as good as Ivanov or Besseler. Get vazov instead.
Mustafa Kemal: not worth getting unless for reasons not related to game mechanics. Otherwise bad skills but good max rank.
George Meade: not great, but he is needed for history mode. Cover and storm are ok. I would keep him till march to sea is history, then scrap him. Marquess does not help his case.
Andrey Selivanov: free and absolutely terrible. George Meade or Vazov are far better.
George Milne: I bought foch before the textbook update just so I would not have to use you. You have only become more and more useless since. I wasted 10$ not to use this general. Keep that in mind. Has aura and nothing else.
Vladimir Vazov: Jourdan of EW6 1914. Better than Meade and Henry Horne for Jungle Fighting.
Henry Horne: Better than meade as a starter general imo. But meade is the one needed for history mode not Horne. Plus Vazov is way better. Good but not good enough.
Putnik: a cheap aura general capable of reaching prince. But he is 1. Green (low combined ability) 2. Has only 3 potential skills & 3. His other 2 skills are bad. You can easily make Putnik into a great support general for Vazov early in the game due to his aura and price. Furthermore, he is also usable in history mode. With no skill swaps, he will be pretty weak. I would get him either as a second starting artillery general or for history mode, than swap him out for someone better.
Navy:
Hipper: give him alert (swap inspiration for alert) and he will be very powerful. Nelson of Ew6 1914.
Beatty: buy him as a secondary navy general. Give him escort. Will be very good.
Reginal Bacon: if you need a third naval general, he is not a bad option.
Duke of Aosta: if you need a third naval general, he is not a bad option (but bacon has a higher max rank). Starts at prince so he technically does earn his starting cost. You can give him lvl 5 skills straight away. He also has a better starting skill set than Bacon. If you need a 3rd naval general that isn't an iap, Duke of Aosta is easily the best choice.
Cobanli: worst naval general in the game. But even then, he ain't that bad.
de Robeck: why are so many navy generals with auras given to us for free. Has very high output. Can be the third naval general.
Max Looff: finally, a navy general for free with no aura. If you don't want to waste the medals on the duke of aosta or bacon, this guy will be a good replacement. A second farraguat. Honestly, the free given naval generals are really good.
Horace Hood: sorry mate, you are not needed. will be good if bought. Also has escort so if beatty and hipper are not purchased and can have lvl 5 escort. If you get him, he will be a solid addition to the team.
Alfredo Acton: sorry mate, you are not needed. will be good if bought.
Guepratte: there are better free generals who are capped at duke. And the non free generals are capped at a higher rank. Don't get him!
David Farraguat: honestly, on my third restart of EW6 1914, I am just now realizing how much potential farraguat has. He is 1. MANDATORY for history mode. 2. He has 4 good skills starting out, and can even be great after some textbooks. 3. He will get the job done pretty well up to mid german-campaign. Honestly, I feel foolish because I just now realize how I could have used Farraguat very far into the game instead of getting hipper and beatty asap.

Sidney Johnston: Very good once counterattack is swapped for a terrain bonus and riding master is replaced by surprise. Afterwards, he will be better than ludendorf. Easily better than joffre and moltke the younger.
Rupprecht: Phillip Sheridan with better stats. Nah! But starts at prince so why not.
Molke the Younger: marginally better than joffre. Marginally. But joffre will be good for history mode, whereas Moltke the Younger may not be. We just have to wait for the update.
George McCellan: Not much worse than he was initially. He is still pretty good and with the exception of plain fighting (which should be swapped to jungle), he has a great skill set. Plummer is much better, but buying McCellan is not a bad idea. I'd say he is still good.
Mackensen: in Ew6, Radetsky was rarely bought. Now he starts off passable. And that game did not have skill swaps. With surprise and jungle added, he can be formidable. But we do get moltke for free, who starts off better than mackensen. Not a horrible purchase like before the update.
Hubert Gough: you can actually make Gough into one of the better generals in the game as he starts with strike and surprise, the two essential skills for cavarly. The problem is, he is a textbook drain.
Sherman: We get way better generals than him for free (sheridan, jackson, molke). Plus duke... why? Only saved from very bad as 3/4 of his skills are at least decent.
Brusilov: Not that bad to be honest. He is also good for history mode. But I would grab McCellan over brusilov any day of the week.
Wilhelm II: starts at king but has a meh skill set with only 3 skills. Not terrible but not that great either. He has his uses put it like that.
Archduke Eugen: comparable to wilhelm, starts at marquess rather than king but also starts with better skills.
Plehwe: this guy at his best is nikolaevich at his worst.
Albrehct: swap sailor for strike and he will be pretty great. Only issue he is duke. If he was prince, I would buy him and give him strike and surprise. But since he isn't, that is very unfortunate. Plus we already have sheridan, moltke, stonewall, and teodorov so why bother.
Halil Cut: very bad.
Aversecu: if you are a weak general, tactics master hurts more than it helps.
Stuart: very bad. Has aura but nothing else.
Krasnik: pretty op, but not good enough for end game aura. Still a solid cheap and powerful general with perfect skills. He would be blue but we already start with 3 decent cavarly generals very early in the game so why bother.
Georgi Todorov: If only he wasn't capped at duke, he would be so good! You also get him very late in the game. Would be blue but you obtain him very late in the game, by which point you have superior generals. Buy nickolaevich instead.
Luigi Cadorna: biggest clown of ww1. Awful. Plus you get him too late. As the saying goes, too little to late.
Nikolaevich: if this was ew6, he would be mediocre. But it isn't. He has 5 skills, starts of at duke, and can reach emperor. That easily negates any of the disadvantages he may have from his green tier status. With some great items, this guy will be one of the best cavarly generals available to purchase. Will be even better once strike and surprise are added. Very good and useful for history mode. May also result in us not buying brusilov.
Sturm: Saved from very bad by jungle fighting. Nah jk, he is the same as stuart.
Fischer: see Sturm above.
Phillip Sheridan: swap cover into a better skill like surprise and he will be a very good general for free. Will get you far in the game.
Artillery:
Beseler: Hotzendorf with better ability and extra skill slot. Op. If you swap storm for jungle fighting he will be the fastest artillery general in the game and extremely easy to use.
Hindenberg: great defensive skills. Only landfort needs to swapped for another skill. Great!
Ivanov: solid, but inspiration has to go. Swap inspiration for jungle fighting and see how fast he moves. You can make him into an ideal artillery general very easily. Besseler except with some versatility sacrificed for greater damage.
Prince Leopold: Compared to bessler, hotzendorf, ivanov, and hindenberg, he is worse. Needs 3 skills to be changed. Kutuzov of EW6 1914.
Hotzendorf: swap plain to jungle fighting. Will be slower than besseler and ivanov, but will still be a deadly cannon.
Radko Dimitriev: in my opinion, better than Hotzendorf even though he is only duke. His skillset can have 5/5 potentially good skills. It is a huge shame he is capped at duke.
Nicholas II: not worth getting unless for reasons not related to game mechanics. Otherwise bad skills but good max rank.
Otto von Below: better than Kemal or Nicholas II as he has 2 good skills rather than 0 (cover and artillery expert). But even after 15 textbooks, he will be no where near as good as Ivanov or Besseler. Get vazov instead.
Mustafa Kemal: not worth getting unless for reasons not related to game mechanics. Otherwise bad skills but good max rank.
George Meade: not great, but he is needed for history mode. Cover and storm are ok. I would keep him till march to sea is history, then scrap him. Marquess does not help his case.
Andrey Selivanov: free and absolutely terrible. George Meade or Vazov are far better.
George Milne: I bought foch before the textbook update just so I would not have to use you. You have only become more and more useless since. I wasted 10$ not to use this general. Keep that in mind. Has aura and nothing else.
Vladimir Vazov: Jourdan of EW6 1914. Better than Meade and Henry Horne for Jungle Fighting.
Henry Horne: Better than meade as a starter general imo. But meade is the one needed for history mode not Horne. Plus Vazov is way better. Good but not good enough.
Putnik: a cheap aura general capable of reaching prince. But he is 1. Green (low combined ability) 2. Has only 3 potential skills & 3. His other 2 skills are bad. You can easily make Putnik into a great support general for Vazov early in the game due to his aura and price. Furthermore, he is also usable in history mode. With no skill swaps, he will be pretty weak. I would get him either as a second starting artillery general or for history mode, than swap him out for someone better.
Navy:
Hipper: give him alert (swap inspiration for alert) and he will be very powerful. Nelson of Ew6 1914.
Beatty: buy him as a secondary navy general. Give him escort. Will be very good.
Reginal Bacon: if you need a third naval general, he is not a bad option.
Duke of Aosta: if you need a third naval general, he is not a bad option (but bacon has a higher max rank). Starts at prince so he technically does earn his starting cost. You can give him lvl 5 skills straight away. He also has a better starting skill set than Bacon. If you need a 3rd naval general that isn't an iap, Duke of Aosta is easily the best choice.
Cobanli: worst naval general in the game. But even then, he ain't that bad.
de Robeck: why are so many navy generals with auras given to us for free. Has very high output. Can be the third naval general.
Max Looff: finally, a navy general for free with no aura. If you don't want to waste the medals on the duke of aosta or bacon, this guy will be a good replacement. A second farraguat. Honestly, the free given naval generals are really good.
Horace Hood: sorry mate, you are not needed. will be good if bought. Also has escort so if beatty and hipper are not purchased and can have lvl 5 escort. If you get him, he will be a solid addition to the team.
Alfredo Acton: sorry mate, you are not needed. will be good if bought.
Guepratte: there are better free generals who are capped at duke. And the non free generals are capped at a higher rank. Don't get him!
David Farraguat: honestly, on my third restart of EW6 1914, I am just now realizing how much potential farraguat has. He is 1. MANDATORY for history mode. 2. He has 4 good skills starting out, and can even be great after some textbooks. 3. He will get the job done pretty well up to mid german-campaign. Honestly, I feel foolish because I just now realize how I could have used Farraguat very far into the game instead of getting hipper and beatty asap.
