You should think of this as a hyper mortar with victory rush. The artillery type doesn't work well with Victory rush at ALL and the Tank ability is close to worthless. It allows you to ignore fences and avoid counterattacks. No one likes Maneuver, and Tanks are already so tough that avoiding counterattacks isn't THAT valuable. It's also basically impossible to spawn in a conquest as it requires a lv5 tech and a lv6 city.
Atleast it's tough as nails and can siege well.

3/5 in 1914 due to it generally being outclassed by armored cars with artillery support and having it locked behind a expensive upgrade wall. 4/5 in 1917 due to it being a lot more common and really helpful in taking out Howitzers and Armored cars with generals while also able to take a few hits unlike artillery.

Tanks can siege and heavy cav can’t, and yes a heavy can get a lv3 city down but what about a city lv5? And I don’t think you should use all your cav gens on tanks but most of the time it’s useful to have at least one, to siege cities or attack heavy units

To add to that, I did say that you should basically think of them as hyper Mortars with Victory Rush. Mortars are actually worth placing generals on depending on the situation.

It's funny but I always have the feeling that those Tanks lack firepower; they have a huge amount of HP for sure but they are very slow and remain vulnerable to heavy artillery and gas attacks.
