Here:  If you cant see then: Gray are neutral Red is HEC Yellow is EIO Blue is ASU Green is ILC It is a bit messy though. Oh and beige our religous centers |

From what i can see ASU is heavily out numbered Yes. Maybe you could give England Ireland as well (even if it's not historic) and increase their star count? Or take the Moors out of Spain but nobody controls Spain so I don't think it matters. |

I can give Ireland but, i will not give Andalusia to Spain though as that is very unhistorical and at least Ireland is neutral
