Hmmm, a mistake was to have used March on my gens. The gens weren't able to do much in the fighting outside the Union. I should've used them on troops along the frontier to attack the Venezuelan city held by France or the French.

Since France had too many troops and gens, her commanders were unwilling to negotiate for peace. I had to wait for my allies and whatever few troops that had landed to defeat some enemy troops first before I could force a diplomatic resolution on France.

May be I should've immediately rushed Lee's forces to Cuba after New York is free to any immediate threats so as to land on Cuba and South America earlier.

Disclaimer: I have maxed out tech for Inf, Navy, Arty and Cav as well as some Fort upgrades.
Don't try such a bold offensive without deploying your own gens if you don't have the tech upgrades to back your troops up.

The 8 turn one is way too easy to crack. There's already 3 people who knows how to do it and its going to be more sooner or later. It might as well be a free entry.

Pretty sure there isn't a special condition that rules out diplomacy.

With or without diplomacy, you'll still have to fight most of your enemies to the end.

Not a "glitch", but rather extremely favourable circumstances.
