That is where is helps , slip into the mountain and destroy them. You aren't just going to stay near the mountains the whole campaign/conquest/history are you? You are going for the objective(s) in campaign/history and cities in conquest. Also, you get rewards based on your time in conquest and there are time restrictions in conquest/history, so you would also swap a skill for jungle fighting for the removal of both mountain and jungle movement restrictions. And a problem with this strategy is that no enemy unit is going to camp in the mountains with the enemy Ivanov. It's not a very reliable strategy, as also, artillery is meant for cracking cities and sinking ships. And killing armored units. But yes, I agree, Mountain fighting is good.

Plus, if you can't get there why would you need better damage? But I do agree, Ivanov is still a good choice, but Beseler also better for the future.
