So as you all know, terrorist units are pretty op. Here's their stats, including the cost, which you can't see. Arm yourselves with knowledge.
Elite infantry or whatever they're called: Atk: 30-40 Max Stacking: 4 Def: 8 HP: 150 Movement: 8 Cost: 140 gold, 12 industry, 4 tech (for 1)So mechanized infantry which trades movement for attack. Titan Tanks: Atk: 45-65 Max Stacking: 3 Def: 25 HP: 300 Mvt: 8 Cost: 300 gold, 80 industry, 8 tech (for 1)So heavy tanks at peak tech for 10 percent off S-P.H.: Atk: 48-70 Max Stk: 3 Def: 10 HP: 135 Mvt: 8 Cost: 225 gold, 32 industry, 6 tech (for 1)So howitzers with more attack and health than your howitzers at peak tech Rocket Cruisers: Atk: 50-70 Max Stk: 2 Def: 20 HP: 420 Mvt: 8 Cost: 360 gold, 90 industry, 8 tech (for 1)So a cruiser with the attack of a rocket artillery As for skills, they differ in every mission and conquest, so I didn't include them.

Is there special skills for them? Eg- 1)Commando- Samurai( health will not influence damage), motar(bonus attack vs cities, bunkers etc)

Elite infantry spams must be held off with stacked infantry or armored cars; a simple infantry unit will fail to hold your city. The only things effective against them are fighters and tanks.
Self-propelled howitzers are luckily the most fragile terrorist unit out there. Just surround them with infantry (mechanized), and they will be gone in a jiffy. Missiles and air attacks work exceptionally well on them too.
Titan tanks and Rocket Cruisers: Bane of the terrorist units. Impossible to easily destroy using air (multiple missiles/nukes or even both). Use your generals to engage them. Submarine packs work on Rocket Cruisers, but note that the Terrorists like to spam their cruisers so do add in cruisers yourself to serve as meatshields while your triple stacked submarines work them down (most effective). Titan tanks on land are the main issues; without generals I find howitzers/rocket artillery to be useful in slowly depleting their hp.

Is there special skills for them? Eg- 1)Commando- Samurai( health will not influence damage), motar(bonus attack vs cities, bunkers etc) Special skills are the same for specific units in different missions, but their levels (bronze, silver, gold) will be different. You can find all of them on any terrorist level or conquest, but I'll put them here too. Note: In 1980 conquest and hard missions, all skills are gold. Elite infantry - Does more damage to tanks and strongholds, and consumes less mobility on different terrains SPH - Some form of anti-air defence, 50-80% no retaliation Titan tanks - Does more damage to infantry, 50-100% chance for a double attack, and some form of anti-air defense Rocket cruisers - Has AoE damage and 60-100% no-retaliation, has some form of anti-air defense (ironically doesn't do more damage to strongholds)

I reckon that since they are in control of many high level cities the terrorists are able to keep their economy stabilized, especially with tech. But, if you go around the map witch-hunting for the smaller cities with technology centres, this might be another viable strategy, combined with occupying buildings.

And if they didn't use air forces and missiles outside of nuclears, their air force generals would be useless.
