IIRC, there's no Cloud Save feature for EW4 and the <Restore Purchases> function may not have been built in. This is from a very old thread for WC4, but you can consider this approach for in-game process. You can try to access your files from the old device (if IOS) through Itunes, move to the computer and then do the same with the iPad, the difference is that you will replace your iPad Save with your previous one (I really don't know if it works, but you can try. But, again, I'm not sure of anything (I think it would be much easier if it were on an Android device).
I don't know if you can do this kind of thing, so if you want, I delete this post.
