oh yeah I see. No you don't have to start a new game save. You're missing a file, it's a bit more advanced.
The file that can make your extra slots show is lib.so. You have to grab a special lib.so in order to make it work. Unfortunately the file can't be found anywhere here.

it's pratically impossible to decompile the file, unless you are some sort of genius modder. No one here has decrypted lib.so, not anyone I've ever heard off except CCW615. I strongly do not recommend it, just like I said before, it's way too advanced.
I only said that you couldn't find it here in this community, but I didn't say you couldn't find it anywhere else right?
CCW615's special file wanders somewhere else in an another modding community. That community contains more modding guides, modding tools and more active modders. I doubt that I am allowed to promote it here.
Check on my youtube channel, there should be a link that leads you to that place. I usually talk with people there.

Hi, Cap.
Been playing some conquests recently and spotted strange thing: you nearly can't lose playing for NATO. Soviets in Pyrennes are good but it's not that challenging. I think that is because of lack of WTO generals in this game. I think you should add some WTO generals (from real life of course) to make the game more balanced.
