Not Rundstedt, yet. You might want to buy him as your last generals, but not your first 8 generals. For now I suggest Graziani and Arnold.

I think they'd only be good for side missions and flanking.. like if you play as Australia, you can send them to hit up Africa while your main focus is Thailand and Japan. Or if you play as European Axis, flanking to Siberia.
