Is it better to upgrade the commander skill to max if you have the medals?Or is it better to upgrade it to level 6(change from 1 hex to2)and save the medals for someone else?
Also the same question with debuffs(rumor,spy,leadership and bungle)

Upgrading the skill to lvl 6 is generally favorable. Upgrading beyond that point, however, is more difficult to answer because that will be more expensive and you need to sacrifice other things for that.
Here's my opinion. If it is Attila who can activate the CavComm often, then I will go all the way. For debuff skill, I will upgrade to the point that it becomes quite reliable, e.g. lvl 7, then upgrade further whenever I have extra medals to spare. Rumor is an exception to this since lvl 8-10 adds some significant chance to the trigger, and thus, improves the skill greatly.
Anyway, everything still depends on whether you have other urgent matter to spend your medals on.
