I've found computer is deploying double generals almost anywhere with any unit type. Like they deploy a super tank from a lvl3 industry. That's weird.   |

Yes this has been acknowledged multiple times.
The AI will spawn in generals on powerful units (that usually can't even be built in that city) in order to face you. It's just to make it more challenging so that you don't steamroll the AI every time. Look at Germany 1939 as you play. They spawn in their entire academy. It's to make sure that you can't just take over the main Axis power immediately as France or Yugoslavia.

It's possible that AI has one Bagramyan in Stalingrad (given) and it assign another Bagramyan (from its HQ) in Russia. We can also do the same thing. Let's say, for Nazi in 1943, we assign Guderian to a super tank in Berlin, then we will have 2 Guderian (another one near Minsk, which is given from the start).

They have some of the most powerful magicians gathered their to cast their spells over the armored cars turning into a super-tank and then a general shuffles in and gets on the tank then they wreck your forces.
