Donitz is the most expensive and isnt in the line up for pacific campaings. But has high damage(against navy units, not land units) , good survivality, is fast and his stronger skill buffs all ships around him.
Yamamoto, best for aircraft, no navy skills and not all missions have an aircraft ship since the beggining.
Nagumo, the cheapest option of top navy gens, has high damage(land and navy, donitz stronger vs navy too) .(5 stars for navy).

I'd say nagumo since he functions well in all ships except for carriers and can perform well against land units unlike donitz, his price and stars make it easier to get the navy medal also in the balkans campaign I've seen him deal 102 damage on a cruiser against infantry!

Doenitz is super, but with him you will lose one general of artillery or tanks. The Japanese don't have them. I just started pacific, maybe 2 generals art / tank is enough for the pros. If so, then Doenitz.

All three have their strengths and are each worth considering over the other. I personally choose nagumo because of his shiny stars would enable me to get the reinforcements discount medals faster But in the end it's all up to personal preference really since all three can 100% carry you through those tough naval campaigns

Since I personally have nagumo and I am satisfied with him, I’ll say go for him, it’ll save you a slot which you’ll definitely need, besides he will surely be used for future campaigns.

Donitz is a navy-killer. Dmg like 150-170 isn't rare for him. He has got 3 flaws however: -He is expensive -He isn't in lineup for 1942 (and probably 1944 too) -He can't go on carrier Yamamoto on the other side is somewhat cheaper hybrid. He works excellent on carrier and decent on other ships. While he is versatile (and present in lineup), he is the weakest navy general out of these three. Nagumo has got 5 medals in navy, but his skills are inferior to Donitz's. He is also quite potent and does alright on carrier. He is also the cheapest. Keep in mind, that you start with Ozawa, which is a fair navy general. I'd say: -Donitz's cost is too high to consider (1 extra slot out of three, which you really need for land generals) -If you're okay with Ozawa being your main navy, go for Yamamoto as carrier support/ second navy general -If you want to have very good navy general while not as good air general, go for Nagumo. Also, if you plan to use one of extra slots for anything/air hybrid, you won't need Yamamoto that much (at least in 1942) I hope this helps!

Since Doenitz was Hitler's successor and he was technically the Head of state when capitulation was signed I think he will be in the line in 1944...
Yamamoto, on the other hand, was killed in 1943, so, probably his availability for 1944 Pacific campaigns is overrated...
