Do artillery get the bonus damage when they attack cities? Or does it only apply when they are inside the city?

Do artillery get the bonus damage when they attack cities? Or does it only apply when they are inside the city? They get the bonus when they are in the city, the skill that gives extra damage when attacking cities is called "storm fortifications" |

Arty gens with Storm Fortifications gain an attack bonus against forts and likely city walls. Land Fort is like Street Fighting, but for arty gens. On top of these, arty units have an attack affinity advantage against forts and city walls. This is an innate ability which all arty units come with. |
