Napoleon Bonaparte, I probably should have named the Indian Federation, because it contains all of the British colonies in India, the French colony of India, and Burma.

Oskars Kalpaks, there is no Baltic Federation to choose from at first, but you can be Estonia and try to form the Baltic federation. I wouldn't recommend it though, since the land you need to form the Baltic federation are all German puppets and Sweden will get a core on you and the rest of the Baltic states when it forms Scandinavia.
