His mastery of the air is practically indisputable on the Axis side.
On land, however, his nearest rival, Kesselring, is actually slightly more useful since the field marshal can fight well in melee combat. I value to a larger extent gens who can do this over one who just camps somewhere. It means that he is best marched or parachuted into airports when the coast is clear to minimise threats. And if other gens are busy healing or stacking most of the time, you'll likely be lacking in money and no air roads can be launched. Thus, when can he shine? Kesselring can at least fight somewhat.
If a carrier is available, his navy *s are immediately wasted and that's quite a lot of *s lost as compared to Kesslring's inf *s. Not that it matters as long as both can bomb enemy facilities or ships.
As an admiral outside a carrier, I'd prefer his rivals, Nagumo and Doenitz, who have the necessary skills to back up their *s.
In terms of these three scenarios, he truly excels in only one, IMO. He is practically the best Axis carrier gen.
Individually getting the specialists Doenitz and Kesselring would do the trick at land and sea, assuming you needed an admiral and air gen for the Axis in the first place. Plus, Kesselring can still double as Yamamoto's lesser substitute as a carrier gen.

I have both Yamamoto and Kesselring and it’s great. Especially with both of them having Airforce Cluster, so they work very good when put on two neighbouring carriers Are you sure air cluster stacks with each other ? Actually I’m not very sure. But they are still both great
