I'm looking to replace Moltke. Who do you think would be better than him?

I hope you are not going to dismiss Moltke. He's needed in history mode and conquests.

cav generals max battle ability

Joffre, Stepanovic and Johnston rank just behind Jackson and Plummer and have similar max ability. Joffre and Stepanovic are needed in history mode. Johnston has a slightly higher defense (needs more silver medals though).

I recommend getting Stepanovic first.
