I remember seeing something like "If you upgrade your general titles further than duke,you won't be able to use them in something." but I can't remember what was that "something" is it.I'm trying to fully upgrade my Beseler but the title thing confuses me.I'd appreciate any information about it.

There seemed to be a condition like you can not deploy a general with title higher than count in some campaigns in previous version. There is no such condition any more, instead there are campaigns with max 0/1 general.

The thing with duke is that if Duke or anything lower is the cap, you cannot upgrade any skill to level 5 without a medal for that skill, or level 6 if you have a medal for that skill.
