I use him on some missions when I don't need absolute naval domination, but an edge. He boosts nearby carriers, and does plus 15, along with sea scout which is useful for navy movement as they can only move into revealed areas.

I thought he was in there? There is a Voronov not a Voroshilov. He was the far far east soviet gen in Soviet 39 conquest. I thought for sure he was in GOG3, being one of the most important gens of the war.

Voroshilov would sacrifice a thousand men just to get forced back to a new position, then repeated this constantly until Stalin had enough and got rid of him. Then Timoshenko came in and cleaned up the mess.
