How does the AI economy work in the Campaign games? If I take over enemy cities, does that mean the enemy will be less likely to reinforce its units and launch air attacks against me? If I take over my ally's cities, does that mean the ally will be less likely to reinforce its units and launch air attacks against the enemy? Or do AI factions get a fixed budget that is the same for each mission no matter what?
For bonus points, how does the AI decide which unit(s) to reinforce? Will they always reinforce the units near the player, or the units that are the most damaged, or the units that are closest to a key objective, or is it just random, or what?

One would need to break into the game code to determine this with certainty but I suspect that the A.I has a goal (shooting something, reinforcing a unit ect) Every mission would be imposed limits, such as not bombing or bombing one unit or only bombing generals and that money isn’t really needed. They do something point
