Why am I not surprised? I can't say much for Caesar since I don't have him but I can say that Li Shimin is an absolute boss of an artillery gen and is definitely the best solo Artillery guy no contest, his output against normal units is pretty decent as well and he's extremely tanky when invested into however he is VERY expensive so prepare to dump alot of medals to make him good.

Yes, Caesar seems like a glorified Alexander TBH, but he is also one of the best endgame gens.

Caesar is a more expensive version of Alexander with slightly better utility because of his healing aura. His Brave allows him to ignore counters which enables him to be used more flexibly as a unit with medium output against key enemies (eg. Cav gens that need to be taken out).
Li's splash dmg, although minor, is good for building up dmg over time against enemies you cannot reach. He is not a team player, but he is a survivor, granted he is not send on arty duels too frequently and has enough enemies to replenish his HP. At the endgame, you may consider having two arty gens because you may be forced to attack two separate targets guarded by walls.

In fact I don't recall any Funny but when I completed Volgograd first time only 4 generals were still standing - Barbarossa (but was guarding the stable), Nelson (but he was preoccupied to take an island) and Caesar and LiShimin (whose survivability is decent as well).
