From what I can tell here are some:
Krueger - Allied Bock
Novikov - Second Arnold
Raeder - For 305 Medals? Heck yeah!
Spruance - Literally the best Price performing Navy in the game.

Yeah, I always said that Spruance/King/Pound is one of the best Admirals in the game  and HIS price is less than 500 medals. Unfortunately we don't have many pure naval battles to prove/disprove it  |

I'd say List, he's a cheap anti-tank

Didn't have an air gen, but Ozawa as my main and sole admiral, lvl 2 navy tech and lvl 5 for everything else was enough for an extreme perfect clear of 1942 Pacific War.
He's quite usable for a free gen.

He's my sole admiral for Campaigns simply because there's no need for more and Riccardi is less impressive. |
