The better dilemma is who is the 3rd axis tank general. Seriously idk who to pick. Yeah, easytech never gave us any endgame tier axis gens except for Guderian and Rommel (Manstein does not count because he is IAP). Many people say that they use Rundstedt as tanky tank general (Haha get it), but if you want a third dedicated tank gen, then Graziani is your only choice. Heinrici, bock and Hoth aren't really that far of from Graziani so theyre decent options aswell

Hoth is an experience gen with ace forces and scout, which not a niche that one should be aiming for.

When a general does not have consistently good fire power, they need to have good survivability to be good. Messe and List do not have either since terrain skills are less reliable in this game. None of them have healing/replenishing/recruiting/counterattack prevention skills either. Bock has a strong Leadership and Kleist has a strong Machinist and a weak Blitzkrieg. They may not have good damage, but they can definitely sponge damage pretty well for two-star generals.
