No matter the fact that Petain was working day and night to get French POWs from the Stalags, while Francois Darlan vowed not to let one French ship get into German hands! He also asked The Vichy French to not resist against the British in Operation Torch! As for surrender, well the BEF pretty much gave up on Europe after they got encircled at Dunkirk, while there wasn't anything between Rommel and Paris, so they were only saving lives.
