As usual, my response is: All of the above. It's bad enough that you have to supply gens to two different factions.
Which faction do you struggle with more? Priorities can be dictated by circumstance, such as which faction poses more difficulty.

I had Leeb, Heinrici and Weichs and struggled in 42 Pacific. I resetted there and started again.
Better to have less but more powerful Gens.
Axis is more challenging than allied, as they have KV6 and Katjuscha.

i think i will go with yamashita , my allies tank gens is decent but my axis inf gens trash so i will need a good inf gen but... i will think about this later
