I don’t see the need for Vatutin either really. Not unless you’re going to avoid Rokossovsky. A lot of the eastern front is covered in snow so Timoshenko is just 5 damage away and a weak anti-armor away from being basically the same as Vatutin for most of that campaign. Plus Vatutin is slow and there’s very few ways you can fix that at that point. The problem with Vatutin, and I will admit this is speed. But he is still amazing especially as a starter general because of his price. I didn’t even mention price because his price was irrelevant to the point I was making. And speed is really important to be able to project damage wherever you want whenever you want and to complete certain objectives in time.

I'll argue that that tanks are already have enough mobility by themselves; without generals or special forces. To me, Vatutin's lack of mobility is negligible, but that's an opinion that nobody else agrees with. I share that opinion too. But, you just said that Vatutin's problem is that he lacks mobility.
