Soon enough I’ll make a poll about 4th or 5th best since 1st 2nd 3rd are taken although 2nd and 3rd are at a tie, although I would prefer Karl over Garubalod

Everyone above except Suchet and Bolivar are great I would say that Karl is definitely the best. Grinding is easy in this game (only 1 or 2 very hard campaigns in each chapter), and conquests do exist. He has much better skills in my opinion, and has better output if used correctly. But Massena is not far behind, and Barclay/Washington are definitely the 3rd best. In my opinion, the rankings are: 1. Karl 2. Massena 3. Barclay/Washington 4. Barclay/Washington 5. Lannes/Garibaldi/Suvorov/Bismarck 6. Lannes/Garibaldi/Suvorov/Bismarck 7. Lannes/Garibaldi/Suvorov/Bismarck 8. Wellesley 9. Bismarck 10. Bolivar Wellesley, Bismarck, Bolivar, and Suchet are only here because I couldn't find any other, better generals than them. I might be a little too harsh on Wellesley, but honestly, if 7 other generals are more fit to be IAPs in your category, well, make your own decision. But Wellesley has great stats and 2 great skills, 2 middle of the road skills, and one bad skill. Not bad, only his cost and skills bother me.

Bolivar is really terrible once you consider how bad infantry defense is. Prince to king rank barely helps. The best defensive skill on infantry is ambush.
Even suchet is way more tolerable than bolivar.

And Lannes is far better and cheaper than Bolivar

So unless we're going with an all infantry lineup, Bolivar should never be on the purchase list.
