I've been using that since the start of the thread; thought everyone understood what it meant since no one asked me about. Also, you just described the US strategy in the War of 1812. Preserve the navy for raids and ambushes and try to breakthrough the weakest part of the British defenses.

The British were impressing US sailors into the Royal Navy because they were suffering manpower shortages. That was the official US reason to go to war because impressment was considered to be an insult to American pride and sovereignty. Thus, Americans felt that the US had to go to war for the sake of their nation's honor. The US also wanted to go to war because the British were restricting their trade and they thought Canada was easy pickings.

They wanted to reestablish trade with the US and end wartime taxation. It would be bad for the economy if Britain got bogged down in prolonged combat in America's interior. They didn't want a repeat of the Revolutionary War where they went bankrupt trying to win.
