Gerd von Rundstedt , Are you sure that you don't need Leeb? because I feel like I might need him for Case Blue Badoglio is perfectly sufficient, and even he is unnecessary if you are a very good player (not me). He will be Very Useful in Defense of Tunisia, so you might want him before Rommel. It all comes down to personal preference.

I needed him for Defense of Tunisia, but never before that?

I can live spending less money. Does it mean I need to spend less? Strong artillery option is what makes progress easier. What s the point to buy gens for weak unit types like infantry like You do? Just to struggle?

You struggle and have to save medals buying cheap alternatives (like Badoglio-Leeb) because of wrong decision. Infantry gem is wrong decisions as infantry is the weakest unit type.
