I'm claiming a draw What, are you talking about. You were defeated. We laid the siege; they withstood our attacks; we strategically withdrew due to other considerations. A defeat would be if I were killed or captured or my army routed like the Ottomans at the Siege of Vienna in 1683, which clearly did not happen, hence a draw.

Wellington was one of the best Generals of the period but he also lost some Battles.He lost: - Battle of Boxtel - he wasn’t the main commander though - Battle of Pombal - 16,000 men against Ney’s 9,340 - Battle of Redinha - 25,000 men and 12 guns against Ney’s 7,000 men and 6 guns - Second Siege of Badajoz - 1st phase: 20,700 men against Philippon’s 4,000 men; 2nd phase: 14,000 men against Philippon’s 3,600 men - Battle of El Bodon - Battle of Aldea da Ponte - Siege of Burgos - 35,000 men, 13 engineers and 8 14-pound cannons against Dubreton’s 2,000 men - Battle of Tordesillas - Siege of San Sebastian - 9,750 men against Ney’s 3,380 men

Outnumbered very slightly. Not by 1:2 he was not commanding, it was a Marshal who was commanding the army practically (couldn't remember his name) Battle of Waterloo troops involved French total 73,000, British total 68,000. Did you mean Marshal Ney?

As Nunky mentioned if a commander couldn't achieve his set campaign goals i would call it a lose. Quatre Bras could also be counted as British lose or pyrrhic victory.
