This is perhaps one of the greatest generals in the game (and most certainly the best price performer): OP skills, good stats, Excellent team niche. The man I am talking about is none other than Philippe Petain! He is only 950 medals, and has good stats, especially for a blue general. In addition, he even starts as a 5* unit. I see no downsides to this man, unlike many other generals such as Alexander, Attila, or even Nobunaga (although OP, he has a trash active and has Spy, which, although decent, is nowhere near the best skill).

The only problem is that You receive him in the end-game. When You literally don't need more generals. As You have to upgrade Your team to progress to the point where Petain is available.

Joins really late and isn’t someone you’d want in every team. Nobunaga is still the most useful in the game overall I’d say since he brings something that’s pretty valuable no matter what run you’re doing. High ranged damage and consistent ranged debuffs.

I think the debuffs are the things that make him great in any team. A must have that will shine even more when there are Arch commanders around him.

Well, actually Petain has a weak point. Namely his attack. I think he can be good in the endgame with two other Infantry commanders nearby. Otherwise his damage will be average at best. That is the problem of all defensive generals in this game, they lack firepower.

Here he is (French campaign) in Keel set, so even his own 50 percent attack boost won't be very impressive

The best 2 Commander combo in an InfCom team is Barb & Peter.
If you're going for 3 then Petain makes sense but I wouldn't recommend it: you rarely get the opportunity to activate all 3 and you need a couple of archers to deal with cavalry, so your better off giving that slot to another archer or a cavalry gen to mop up the annoying enemies with low health but who still need to be killed IMO.

Why Peter? I mean, Rumor is good, he has InfCom, he has Destroy, but his base stats are worse than Petain's, and he has Shelter?! Peter's lvl 6 stats are better apart from health, plus you get to buy him earlier and with full Rumor and Destroy you can hit an enemy general without taking any damage and have an almost 1/3 chance of disabling them for 2 turns. However, with most of the bosses in Temple & Asgard being immune to Rumor it could be that Petain's durability makes him more suited to those particular missions, but I'd still choose Peter overall.

I would argue for either Washington or Nobunaga. Nobunaga is self explanatory due to his buffs and mass fire. Washington while very expensive does serious amounts of damage and logistics means that he never runs out of health.
